    Divisional Commissioner

    Chief Representative of State Government in the Division.

    Additional Commissioner (Judicial Branch)

    The following acts are being used to conduct quasi-judicial proceedings regarding appeals/reviews/revisions against orders passed by the Additional District Collectors, Sub-Divisional Officers and Tehsildars of all the five districts of Amravati, Akola, Buldhana, Washim and Yavatmal in the Amravati division.

    1. Under sections 247, 257 and 258 of the Maharashtra Land Revenue Act, 1966.
    2. Under section 16(2) of the Mumbai Gram Panchayat Act, 1958.
    3. Under sections 9 and 12 of the Maharashtra Gram Police Act, 1967.
    4. Under section 35 of the Maharashtra Land Disposal and Land Consolidation Act, 1947.
    5. Cases under Section 45-A of the Maharashtra Farmland (Ceiling of Land Holdings) Act, 1961.
    6. Cases under Section 44 of the Maharashtra Rent Control Act, 1999.
    7. Cases under the Maharashtra Land Revenue (Return of Unauthorised Transfer of Occupancy Rights by Occupiers of Scheduled Tribes) Rules, 1969.
    8. Under Maharashtra Tribal Land Transfer Act, 1975.

    Additional Commissioner (Revenue)

    • An officer of the rank of Additional Commissioner heads this branch.
    • This branch looks after the establishment affairs of Collectors, Deputy Collectors, Tahsildars, Naib tahsildars.
    • It also deals with service matters of Assistant Revenue officers, Revenue Assistants, Circle officers and Village Revenue officers.
    • Recovery of government dues and outstanding debts is an important subject handled by this.
    • In addition, this branch also looks after the relief and rehabilitation work during and after natural calamities.

    Additional Commissioner (GAD)

    An officer of the rank of Additional Commissioner heads this branch. It is responsible for all administrative matters in the Div. Commissioner’s office and any other matter that may not be specifically coming under the purview of any other branch /section. It looks after the establishment affairs of the ministerial staff attached to the Commissionerate and is the key link between the Government Treasury and Administrative Expenses in addition, this wing also look after the following important function such as, Protocol & Visit of VVIPs. Appeal against the Judgment of District Magistrate under Arms & Ammunition Act /Police Patil Act. Activities of Flying Club which is located at Amravati. Special assistance under the Government of India’s & Government of Maharashtra’s Scheme for the age old persons and destitute families, Divisional Lokshahi Din in the division.

    GAD is responsible for work regarding verification of non-creamy layer certificates. Also it submits a proposal for assistance from the Chief Minister’s Relief Fund to the Chief Minister’s Secretariat. Amravati Division Graduate/Teacher Constituency Election Proceedings and Supervisory work of Lok Sabha and Assembly elections. Grievance redressal action on related petitions, hunger strikes, complaints and applications in Amravati division. Maintaining the office building. Deregistering old vehicles of revenue officers in the department and preparing a proposal for approval of new vehicles and sending it to the government. Proceedings regarding the Government Residence Allocation Committee. Inspection of the regional offices and district revenue offices in Amravati division.

    Deputy Commissioner (Establishment-Dev)

    The Establishment Branch of the Divisional Commissioners Office deals with the following major matters :-

    1) Matters related to the powers vested at Divisional Commissioner level under Zilla Parishad and Panchayat Samiti Act, 1961 and Mumbai Gram Panchayat Act, 1959

    2) Matters related to powers vested at Divisional Commissioner level in the establishment and service matters of employees in the Zilla Parishad service

    3) Service matters of the Maharashtra Development Service Group A and Group B officers in the Division.

    Deputy Commissioner (Development)

    This branch of the Commissionerate monitors and evaluates various schemes (Central/State) implemented at the level of Zilla Parishad/Panchayat Samiti/Gram Panchayat established in the districts of the division.

    Deputy Commissioner (Food & Civil Supply)

    This wing of the Commissionerate looks after the supply and distribution of all essential commodities in the entire region in addition it also looks after government schemes for the poorer sections of the communities like Antyodaya Anna Yojana and Priority Household Hold Beneficiaries. Portability facility is available for all NFSA Beneficiaries. The appeal against the judgments of the district supply officer & collector are also entertain in this section.

    Deputy Commissioner (EGS)

    The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) is as follows:

    • In the Amravati division, as of now (2023-24), a total of various works are ongoing.
    • A total of 264 works are included under MGNREGA.
    • Under the “Mission Mode,” irrigation well projects are currently ongoing, with a total of 15,601 works in progress within the division.
    • The scheme is being implemented by integrating MGNREGA with various departmental schemes to promote well-equipped family missions and achieve comprehensive village prosperity.
    • A policy is in place to ensure that wages are deposited into the workers’ accounts within 15 days.
    • Every year, the labor budget under MGNREGA is approved before December 31st, and its implementation takes place in April, within the financial year.
    • Under the “Jalyukt Shivar Yojana 2.0,” a total of 38 works have been included, and as of today, the proposed work plan covers 33,400 works.
    • This scheme includes both individual and public projects, with the Gram Panchayat as the primary implementing body. The execution of works is carried out at the Gram Panchayat level after obtaining approval from the Gram Sabha.
    • Beneficiaries under MGNREGA receive benefits based on specific eligibility criteria, which include:  A) Scheduled Castes,  B)Scheduled Tribes,  C)Nomadic Tribes, D)Denotified Tribes, E)Beneficiaries below the poverty line,  F)Women-headed families, G)Families headed by physically disabled individuals, H)Beneficiaries of land reforms.

    As per the Government Resolution dated 01.04.2024, the wage rate has been fixed at ₹297 per day.

    Deputy Commissioner ( Entertainment)

    This wing of the Commissionerate looks after the revenue collection through the entertainments avenues and basically mean to monitor & administer the various collection means of the Government revenue receipts through the entertainment medias includes cables, cinemas, dramas and amusement parks.

    Deputy Commissioner (Resettlement)

    ➤ In Amravati Division, work under the Land acquisition and rehabilitation of Irrigation Projects (Backlog and Non backlogs projects) is controlled, also the land acquisition review of National Highways, Railway Highways, Airports etc. takes place in Resettlement Branch.

    ➤ The Rehabilitation and Resettlement Branch functions/works as per the following laws.

    • Publication of Notification under Section 11(1) and Section 13(3) of the Maharashtra Project Affected Persons Rehabilitation Act, 1999
    • Approval of Rehabilitation Plan under Section 18 of Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013
    • Granting approval to 18 civic amenities Estimates to be provided in resettled villages as per section 10 (3) of the Maharashtra Project Affected Persons Rehabilitation Act, 1999 (Honb’le Divisional Commissioner administrative approval authority up to Rs. 1 to 10 crores)

    • Village Extension Scheme
    • Flood affected rehabilitation in Amravati Division
    • Submission of proposals to the government for extension of temporary posts of Valuation Assessment Expert Team and Land Acquisition Officers and Establishment matters.

    Assistant Commissioner (BC Cell)

    Appointments or posts in public services under the control of the Government are filled on the basis of reservation as per the Maharashtra Public Services Reservation Act, 2001 and the Maharashtra Reservation for Socially and Educationally Backward Classes Act, 2024. Reservation has been implemented for direct service and promotion under this Act.

    To check whether the percentage of posts to be reserved by the Backward Cell Division is mentioned in the Reservation Act, 2001 and accordingly the posts are filled from the candidates of that category or not, to check whether the various government orders/rules of reservation are implemented properly or not This cell has been formed as per the government decision dated 13.8.1986 to take action on the complaints of service-related grievances of Class-3 and Class-4 Backward Class employees.

    Assistant Commissioner (Land Reform)

    The Land Reform Branch supervises the work of Tenancy Act, Ceiling Act, Bhoodan Act, Inaam Land, Forest Rights Claims, Land Revenue, 7/12 Computerization, Maharajswa Abhiyan, Agri stack Scheme, Paisewari Notification, e-Chavadi Project, Scanning, e-Ferfar, e-Pik Pahani.

    Joint Commissioner, Municipal Administration

    This Wing of Commissioner Office Look  after all the Municipal Council in the Division. This wings Work As per Maharashtra Municipal Council, Town Panchayat and Industrial Act, 1965.
